Notifications can be configured on a per user basis, such that each user can be notified when relevant events occur. Read more about notifications here.
Note: Administrators are able to configure notification settings for other users, in addition to themselves.
To access the notification settings, go to the Settings menu, from the navigation pane. From there choose Notifications.
Click the radio buttons for users you wish to configure notification settings for.

You can also disable/enable all notifications for users in bulk, by using the bulk action feature.
|Select the users you wish to configure disable/enable for.
|Select the Bulk Action menu, and choose either Enable All Notifications, or Disable All Notifications, followed by clicking Apply.
|Notifications has been enabled for selected users.
